Applications are open for the 2027–2029 Mundus MAPP Erasmus Mundus Joint Master’s programme. Students interested in public policy, development and governance can apply to study at partner universities in Europe. A limited number of the highest-ranked candidates will receive an Erasmus Mundus scholarship worth €1,400 per month for up to 24 months, together with a full tuition-fee waiver.
Application status: OPEN. The deadline for applicants seeking Erasmus Mundus or other programme financial aid is December 1, 2026, at 23:59 Central European Time (CET). This is a specific scholarship deadline for Mundus MAPP, not the deadline for every Erasmus Mundus master’s degree. See the official Mundus MAPP admissions calendar.
What is Mundus MAPP?
Mundus MAPP is a two-year international master’s programme in public policy. Its four university partners are Central European University Private University (Austria), the International Institute of Social Studies at Erasmus University Rotterdam (Netherlands), the Institut Barcelona d’Estudis Internacionals (Spain), and the University of York (United Kingdom).
Students take one mobility track across two institutions, with academic work covering public policy, political economy or governance. The programme’s academic structure includes policy research, practical learning and a master’s thesis. It is different from a general Erasmus exchange programme, and it is not a stand-alone scholarship that students apply for without choosing a degree.
Which study track can you choose?
| Track | Specialisation |
|---|---|
| CEU–IBEI | Global Public Policy |
| CEU–York | European Public Policy |
| ISS–IBEI | Political Economy and Development |
| ISS–York | Governance and Development |
Applicants can apply for only one mobility track. The consortium also has compulsory international mobility rules. In particular, the two study countries in your chosen track must differ from your country of residence at application and enrolment. Check the official residence and admissions requirements before selecting a track.
How much funding is available?
- Monthly scholarship: €1,400, calculated for the 24-month programme; the maximum is €33,600.
- Tuition: full fee waiver for Erasmus Mundus scholarship recipients.
- Living, installation, travel and visa expenses: the monthly contribution is intended to help with these costs; it is not a promise that every expense will be separately reimbursed.
- Insurance: the consortium arranges programme health insurance for enrolled students.
- Other financial aid: the consortium offers one institutional scholarship for each study track, covering 50% of tuition at the Year 1 and Year 2 institutions, but without a stipend.
Costs to plan for: the programme specifically states that study visits and its winter school can cost about €600–€1,000 each, depending on destination, and are not paid separately by the Erasmus Mundus award. Travel and visa costs between the home country and study countries, and relocation between universities, also need to be funded from the student’s resources, including the scholarship contribution where available. Review the consortium’s detailed financial aid conditions.
Who is eligible for Mundus MAPP?
Unlike some Erasmus Mundus master’s degrees, Mundus MAPP has specific academic restrictions:
- A recognised bachelor’s degree involving at least three years of study.
- At least Upper Second Class (2:1), where that grading system applies, and a GPA of at least 3.17 on a 4.0 scale or an accepted equivalent.
- A strong interest in public policy, social sciences, governance, economics or development.
- Applicants holding bachelor’s degrees in natural sciences or engineering are not eligible under the published admission rules.
- Relevant work experience can strengthen an application but is not compulsory.
- Required English proficiency or a recognised waiver, plus compliance with compulsory cross-country mobility.
Final-year undergraduates may apply with interim academic records, but must complete their degree before enrolling in 2027. Applicants who already have a master’s degree can still be considered, although scholarship priority may be given to candidates who have not yet had the opportunity for postgraduate study.
Can Nigerians apply without IELTS?
Yes, some Nigerian applicants qualify for an English test exemption. Mundus MAPP lists Nigeria among countries whose citizens do not need an English language test certificate if they earned a bachelor’s or master’s degree taught exclusively in English. This is not a blanket exemption for every Nigerian; the degree’s teaching language must meet the rule.
Applicants who do not qualify for a waiver must provide an accepted language test. Examples include IELTS Academic 7.0, Pearson PTE Academic 76, or Duolingo English Test 130. Other accepted examinations and validity periods are published on the official admissions page. For tracks involving the Netherlands, extra visa-related English requirements may apply even if the admissions requirement was waived.
Documents to prepare
- Complete online application for your chosen mobility track.
- Degree transcript and certificate, or interim transcript and enrolment confirmation for final-year students.
- Curriculum vitae or résumé.
- A statement of purpose of no more than 500 words, explaining your chosen track, research interests, academic preparation and future plans.
- Contact details for two referees, preferably including at least one academic.
- Required English proficiency evidence or qualifying exemption.
One detail applicants often miss: referees receive a submission link after you submit the form and normally have seven days to upload their letters. Coordinate with them before you apply. The official admissions checklist describes the documentation in full.
How to apply for Mundus MAPP 2027
- Review the eligibility and mobility conditions. Confirm that your bachelor’s subject and academic results qualify.
- Choose one public-policy specialisation and its university mobility track.
- Prepare the supporting documents and draft a specific, personal 500-word statement of purpose.
- Go to the official Mundus MAPP application page and use the Central European University application link.
- When prompted in the application’s funding section, indicate that you wish to be considered for a scholarship. There is no separate Erasmus Mundus scholarship form.
- Submit by December 1, 2026, 23:59 CET, and remind your referees about their later letter-upload deadline.
Mundus MAPP says applicants do not pay the CEU application fee unless they are also applying for other CEU programmes.
What if you miss the scholarship deadline?
The programme sets different deadlines for applicants who do not require financial aid: April 15, 2027 for non-EU/EEA residents and July 1, 2027 for EU/EEA residents, both at 23:59 CET. Applying under these later dates is not equivalent to applying for the fully funded Erasmus Mundus scholarship. Applicants needing financial aid must use the December deadline.
Frequently asked questions
Is the scholarship open to Nigerian and Indian students?
Yes. The Erasmus Mundus scholarship is open to eligible applicants from within and outside the European Union. Academic qualifications, mobility rules and English-language requirements still apply to each individual.
Is €33,600 paid in a lump sum?
No. The figure is the maximum value of a €1,400 monthly contribution over 24 months. Review the award conditions for payment arrangements and eligible periods.
Can engineering graduates apply?
No, not under the published Mundus MAPP rules for candidates with bachelor’s degrees in natural sciences or engineering. Other Erasmus Mundus programmes may accept those subjects.
Do I apply through the general Erasmus Mundus catalogue?
No. The European Commission’s catalogue helps you find programmes, but your completed application for Mundus MAPP goes through its official CEU-managed portal.
Is receiving admission the same as getting full funding?
No. Erasmus Mundus awards are limited and merit-based. Other accepted students may receive partial tuition assistance or join as self-funded students.
