A funded PhD and a free application are two separate questions. Check both before building a list of US universities. Some departments provide tuition and a stipend but still charge to apply; others remove the application fee or offer a waiver that you must request ahead of time.
A confirmed no-fee, funded example: OU Health Campus GPiBS
The University of Oklahoma Health Campus Graduate Program in Biomedical Sciences (GPiBS) lists no application fee, a full tuition-and-fees waiver, health insurance and an annual stipend of $37,080. It includes research tracks such as biochemistry, cancer biology, microbiology and neuroscience. The programme lists a 1 December 2026 priority deadline and a 31 January 2027 final deadline for its 2027 start.
Its admissions instructions address international applicants. They require foreign transcripts to be evaluated by WES or ECE and English test scores where applicable. Those third-party services may cost money even though the university application itself has no fee. The programme asks for transcripts, a statement, CV and three referee contacts; applicants need relevant undergraduate preparation.
A separate route: request a fee waiver
Stanford’s school-based waiver guidance says some international doctoral applicants can request a limited waiver and be reviewed case by case. Eligibility and timing vary by school. A waiver request does not equal admission or a funded place. For a sustainability PhD specifically, Stanford’s Doerr School says it offers PhD tuition and stipend support; verify the individual programme’s funding and waiver rules before applying.
Build a realistic shortlist
- Find a research group and programme that fit your prior work. Read its official funding guarantee, duration and admission requirements.
- Record the application fee and the separate fee-waiver policy, including who is eligible and how early to ask.
- Budget for transcript evaluations, tests, document delivery and visa-related expenses even when application or tuition charges are waived.
- Submit the waiver request before the department deadline and wait for the actual decision before assuming the fee is removed.
