The ICP Connect scholarship 2027 pays for a two-year Master of Transportation Sciences at Hasselt University (UHasselt) in Belgium, on the Traffic Safety track. VLIRUOS funds it and UHasselt runs the selection. It is for people from a short list of countries in Africa, Asia and Latin America. Kenyans can apply. Nigerian, Ghanaian and Indian nationals cannot, because their countries are not on the VLIRUOS country list.
Status: opening soon, deadline confirmed. UHasselt says applications open on 15 November 2026 and close on 1 February 2027. The 28 February 2027 date on the VLIRUOS call page is the general call date, and the same page warns that dates vary by programme (checked November 4, 2026).
What it covers
- Tuition fees. Scholarship students pay the lower EEA fee, whatever their nationality.
- Travel.
- Insurance.
- Living costs (board and lodging), paid as a monthly allowance.
The pages checked do not state the monthly amount. VLIRUOS only funds the full 24 months.
Who can apply
- Nationality and residence: you must be a national of a listed country and live in a listed country when you apply. The two countries can differ.
- Listed in Africa: Benin, Burkina Faso, Burundi, Cameroon, DR Congo, Ethiopia, Guinea, Kenya, Madagascar, Morocco, Mozambique, Niger, Senegal, South Africa, Tanzania, Uganda and Zimbabwe.
- Listed elsewhere: Palestine, Bolivia, Cuba, Ecuador, Peru, Indonesia, Philippines and Vietnam.
- Age: no older than 35 on 1 January 2027.
- Degree: an academic bachelor’s degree in a relevant field, such as psychology, sociology, economics, statistics, geography, transport or urban planning, architecture or engineering. UHasselt says a Bachelor of Technology or HND is not sufficient.
- Grades: UHasselt asks for an average of about 75% (B grade, or CGPA 3.0 out of 4.0).
- English: CAE, academic IELTS (6.5 overall), academic TOEFL or DET (120), unless you qualify for an exemption.
- Past study: no earlier Belgian government study scholarship, and no enrolment at a Belgian higher education institution before 1 January of the intake year.
The VLIRUOS and UHasselt country lists do not fully match. If your country appears on only one, ask before you apply. Nigeria, Ghana and India appear on neither.
